COLLECTIVE BARGAINING AGREEMENTS PRESENTED TO THE GENERAL ASSEMBLY, 1991-2001 | ||

You asked for a list of state employee collective bargaining agreements that the General Assembly has accepted or rejected in the past 10 years and the number of each such actions.
SUMMARY
By law, the legislature must approve or reject each state employee collective bargaining agreement, whether negotiated or imposed on the parties by an arbitrator's award.
Of the 128 agreements presented between 1991-2001, the General Assembly approved 108 and rejected 16. We were unable to locate legislative materials on the outcome of 4 agreements.
LEGISLATIVE APPROVAL PROCESS
Under CGS § 5-278(b), collective bargaining agreements and interest arbitration awards must be filed with House and Senate clerks. A majority vote of each chamber is required to approve an agreement or award. But, if a chamber fails to bring the matter to a vote within 30 days of filing, that body is deemed to have approved the agreement. Rejecting an agreement requires a majority vote in either chamber. But, rejecting an arbitrator's award requires a determination that there are insufficient funds for implementation and a two-thirds vote in either chamber.
Table 1 lists the agreements and awards that the legislature took up in the last 10 years. We have arranged them in reverse chronological order and identified their House and Senate Resolution numbers and contracting parties. The final column shows whether the legislature approved or disapproved them. It also shows, where known, how the reported record was achieved.
