After section 3, insert the following:

"Sec. 4. (Effective from passage) (a) There is established the Eastern Connecticut Family Support Team to make recommendations concerning: (1) The establishment of a child abuse risk assessment board to assess and evaluate adjudicated and nonadjudicated child abusers who are in the custody of a state agency or the Judicial Branch, or receiving services from a provider under the contract with a state agency or the Judicial Branch, to determine whether such persons pose a continued risk of committing acts of child abuse and make recommendations to such state agency or the Judicial Branch concerning the appropriate placement and the level of supervision of such persons; (2) the manner in which a person having reason to believe that a person in the custody of a state agency or the Judicial Branch or receiving services from a provider under contract with a state agency or the Judicial Branch, is at risk of committing child abuse due to such person's placement or level of supervision, may report such belief in confidence to the Department of Children and Families, the Judicial Branch, or the child abuse risk assessment board.

(b) The Eastern Connecticut Family Support Team shall be composed of: (1) The following state officials or their designees: The Attorney General, the Chief State's Attorney, the Chief Public Defender, the Commissioners of Children and Families, Correction, Mental Health and Addiction Services, Public Health and Public Safety, the director of the Office of Protection and Advocacy for Persons with Disabilities, the chairperson of the Board of Parole, the executive director of the Court Support Services Division, the Victim Advocate and the Child Advocate; and (2) a pediatrician from Backus Hospital and a representative from each of the following organizations: The Norwich Police Department, the Norwich Fire Department, United and Community Family Services, Thames Valley Council for Community Action, Norwich Youth and Family Services, Madonna Place, Families First, the Parent Aide Program, the Women's Center and Project Learn. The Commissioner of Children and Families or the commissioner's designee shall serve as chairperson of the team.

(c) The team shall report its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to judiciary not later than January 1, 2003, in accordance with the provisions of section 11-4a of the general statutes. "
