NEBRASKA'S CAMPAIGN FINANCE LAW IN 2000

By: Mary M. Janicki, Chief Analyst

You asked for the current status of Nebraska's campaign finance program.

Nebraska's Campaign Finance Limitation Act will be in effect for the 2000 election. Candidates for the legislature and members of the Public Service Commission, Board of Regents of the University of Nebraska, and the State Board of Education are eligible to participate. There is no gubernatorial race this year. The Accountability and Disclosure Commission, which administers the campaign finance program, expects there to be sufficient funding available.

The state Supreme Court declared one portion of the campaign finance law dealing with independent expenditures unconstitutional in a January 2000 ruling. However, the 1997 legislation enacting the provision included a severability clause; so the public financing program is still in effect.
