"An Act Concerning Athletic Trainers And Physical Therapist Assistants."

After section 17, insert the following and renumber the remaining section accordingly:
"Sec. 18. (NEW) The Department of Public Health and the Department of Mental Health and Addiction Services shall develop, within existing appropriations, a comprehensive plan for the reduction of smoking by adolescents. The comprehensive plan shall provide strategies to significantly reduce smoking by adolescents less than seventeen years of age from the prevailing rate in the 1996-1997 school year for students and young adults by October 1, 2010. Biennially, after the date of adoption of the plan, the departments shall assess the progress in implementing the plan using the best available data."
