An Act Concerning Bacon Congregate Housing.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. Notwithstanding the provisions of sections 8-119d to 8-119n, inclusive, of the general statutes, the Commissioner of Economic and Community Development shall provide grants-in-aid for operating cost subsidies to Bacon Congregate Housing in Hartford to operate a mixed population program in which (1) residents pay no more than sixty per cent of their income to live and receive meals in such program, (2) residents are in need of congregate housing, as defined in section 8-119e of the general statutes, and (3) current residents in Bacon Congregate Housing shall remain in such program.
Sec. 2. For purposes of such mixed population program, (1) congregate housing services provided to residents under the age of sixty-two may be less, but may not be more than are available to residents who are sixty-two years of age or older, and (2) as spaces become available at Bacon Congregate Housing, new residents admitted into the program shall meet all eligibility criteria under section 8-119e of the general statutes.
Sec. 3. (a) The Commissioner of Economic and Community Development shall provide, within available appropriations, subsidies to residents of Bacon Congregate Housing who are under the age of sixty-two, provided all eligible congregate project needs under sections 8-119d to 8-119n, inclusive, of the general statutes have been met. Such subsidies shall be provided on June 30, 2000, and annually thereafter until June 30, 2006.
(b) If the subsidy required pursuant to subsection (a) of this section cannot be met out of available appropriations, the owner of Bacon Congregate Housing shall provide the remaining financing needed to operate such program or shall agree to transfer the property, free of all liens, to the state.
Sec. 4. The owner of Bacon Congregate Housing shall report, on or before June 30, 2001, and annually thereafter, until June 30, 2006, to the Commissioner of Economic and Community Development, on a form prescribed by the commissioner, concerning the age and status of the population being served by Bacon Congregate Housing.
