Legislative Program Review and Investigations Committee

Executive Summary

May 6, 1999

Regulation of Emergency Medical Services

This contains the Executive Summary for the Legislative Program Review and Investigations Committee report on the Regulation of Emergency Medical Services. The committee approved the scope of the study on March 9, 1999. The scope called for an identification of areas that could be addressed this legislative session. In meeting that time frame, program review committee staff presented findings and recommendations for the study on May 6, 1999. The proposals, which were approved by the committee on May 6, focus on refinements to the current system that improve accountability and increase local involvement in developing standards and overseeing provider performance. The committee also authorized a second phase of the study in which committee staff will continue to examine any necessary improvements to the system. The areas for further study are outlined in the full report.

This Executive Summary includes an Introduction to the study, the Keypoints of the May 6, 1999 Findings and Recommendations report, including a table comparing aspects of the current system with the proposed changes. The final part of the Executive Summary is the List of Recommendations. The page number in parentheses following each recommendation refers to the page where the recommendation area can be found in the full report.

A copy of the full report, Regulation of Emergency Medical Services , is available at the committee staff office in Room 506 of the State Capitol, or by calling (860) 240-0300.
