Bonding
A comprehensive budget plan must include two essential elements: an operating budget to provide financial resources for daily activities, and a capital budget to deal with long-term expenditures such as the construction of new buildings.
Together these two elements provide both the facilities and the services needed to fulfill the functions of government. Capital expenditures raise special difficulties because they are large and irregularly timed. Projects such as school buildings, streets, sewage facilities, etc. demand long-range planning to establish priorities and
minimize the financial impact of large expenditures of public funds.

Bond Databases
Below are links to two separate databases maintained by the Office of Fiscal Analysis (OFA). The first, Bond Allocations by Town, may be accessed by clicking on that title below. Then, you will be able to select a municipality from the drop-down menu and hit “Submit” to access comprehensive bonding data for that town or city. The second, Local Capital Improvement Program (LoCIP) Funding by Town, operates in a similar manner. Click on that title below to access to LoCIP database. Then, select the municipality you are interested in from the drop-down menu and hit "submit" to see data for that particular town or city.
Unallocated Bonds
Unallocated Bonds has data for various state agencies for several fiscal years. First, select the fiscal year you are interested in by clicking the link in the table below. Older year’s data can be viewed by selecting “More Years”. Then you will arrive at an Adobe Acrobat document. You may plug in the name of a municipality, specific project, or “keyword” in the “Find” box in the toolbar to find what you are looking for.

Connecticut's Capital Budget Report
Connecticut’s Capital Budget Report provides an overview of the state’s capital budget process.
The report includes a:
- description of the state’s capital budget process;
- description of the different type of debt the state issues;
- description of the special large scale projects and programs; and
- history of bond authorizations, bond allocations, state debt limits, Small Town Economic Assistant Program (STEAP) grants, and school construction grants to towns.
