Minutes of Meeting
September 12, 2001
A regular meeting of the Connecticut Law Revision Commission Domestic Violence Address Confidentiality Study Committee was held in Room 509A in the State Capitol Building in Hartford on Tuesday, September 12, 2001 at 3:30 p.m. Members present were: Jon P. FitzGerald, Chair; Sylvia Crafford-Alexander; Joe Ciotto; Robin Hammeal-Urban; Lisa Holden; Richard Kehoe; Cheryl Kohler; Ted Lovegrove; Marissa Morello; Robin Miller; Robert Mitchell; Colleen Murphy; Patrice Palombo; James F. Papillo; Raymond Pech; Natasha M. Pierre; Alice Pritchard; Jo A. Roberts; Sheila Salzarula; Susan Storey; and June Wiehn. Also present was David D. Biklen.
Chairman FitzGerald opened the meeting and welcomed the members to the study committee.
Mr. FitzGerald explained that the address confidentiality study had been proposed to the Law Revision Commission by the Secretary of the State’s Office. The Commission voted to undertake a study of the program as it has been implemented in other states and to make any recommendations it believes appropriate for such a program in Connecticut.
Ms Roberts summarized the address confidentiality program as it exists in the State of Washington and then showed a videotape prepared by the Secretary of State’s Office in Washington that discusses the program in greater detail.
After the videotape, Mr. FitzGerald asked each member of the committee to give his or her thoughts about the program and to raise any questions or concerns that the committee might wish to consider in its appraisal of the program for possible adoption in Connecticut.
The members then agreed that Ms Roberts will contact persons involved with the programs in other states in an attempt to answer some of the questions raised. Other members also agreed to contact resources available to them to get additional information.
Ms Roberts will create a draft of a statute, based on Washington’s and other states’ statutes, to establish an address confidentiality program in Connecticut. The draft will, where appropriate, highlight issues raised by the committee at the meeting and offer alternative provisions to certain matters of concern to the members.
There being no further business, the meeting was adjourned. The next meeting date is set for Thursday, October 11, 2001 at 3:30 p.m. in Room 509A in the State Capitol Building in Hartford.
