MEMORANDUM

A meeting of the Law Revision Commission Advisory Committee on Confidentiality of Medical Records has been set for Wednesday, October 21, 1998, from 4:00 p.m. to 6:00 p.m. in Hearing Room 1A in the Legislative Office Building, Hartford, CT. The Agenda is as follows:

1. Approval of minutes of October 7 meeting. (Attachment A.)

2. Review of sections 2-102 and 2-103 concerning requirements and limitations on authorizations.

3. Review of Article 3, re examination and copying of record.

4. Review of Article 4, re correction and amendment of record.

5. Request of Peter Kane that Margo Goldman, MD be invited to make a presentation to the Committee. (Attachment B.)

6. Other business.

In response to the October 7 discussions, I am enclosing a brief analysis (with supporting material) of certain existing Connecticut provisions that allow disclosure without authorization. That analysis will be relevant when we return to a discussion of section 2-104. Also enclosed is a copy of the Anthem Blue Cross disclosure authorization, the NAIC model act as adopted, and a statement of the Pharmaceutical Research and Manufacturers of America that I was asked to circulate for your information.
