Arroyo of Hartford was born in Ponce, Puerto Rico. He has a
Bachelor’s Degree in Psychology and Special Education; also has
a Master’s degree in Social Work from the University of
Connecticut. Mr. Arroyo after 23 years of service retired from
the City of Hartford Municipal Government as a Special Assistant
to the City Manager. After his retirement from the City of
Hartford he worked as a Director of an Adult Day Care Center in
Hartford, Connecticut.
Since 1988,
Mr. Arroyo has volunteer in all the City of Hartford’s
Democratic Party Primaries and General Elections: Mr. Arroyo
continues working in the political process of the City of
Hartford's Puerto Rican and Latino Communities. In the past he
has participated and in different community organizations. The
