Ms. Lucy Goicoechea-Hernández has been the Special Projects Coordinator-Grants Writer for the Latino and Puerto Rican Affairs Commission since the fall of 2000.  She is responsible for the coordination of all events, workshops and conferences that the agency participates in including such projects as:   

 

 

a)      the agency’s annual Gala awards banquet

b)      the two-day dual language institute in collaboration with The Hartford Public Schools

c)       the bi-annual leadership summit in collaboration with the Latino Leadership Development Network, Leadership Greater Hartford-the lead agency-, CALAHE and the Puerto Rico Federal Affairs Administration.

d)      The Latino Expo in collaboration with the NTE, LLC

e)      The Business Showcase in collaboration with the Office of the Secretary of State.

 In addition, she is currently working on a committee with staff of the State Treasurer’s Office and Bank of America in order to organize a first of its kind financial literacy/wealth management conference geared toward the Hispanic community.  Lucy also prepares the agency’s quarterly newsletter and attends a variety of community collaborative meetings with agencies such as Padres Abriendo Puertas for their Hartford Public Schools initiative, the National Conference for Community and Justice Advisory Council regarding improved race relations, Hispanic Heritage Celebration held annually by the Connecticut Army and Air National Guard in conjunction with the United States Postal Service and the state Departments of Social Services and Office of Protection and Advocacy in preparing a follow up to the Latinos Breaking Barriers conference held in 2002. 

 Lucy writes all of the fundraising proposals for the majority of the projects she works on and prepares the corresponding budgets for each one she is assigned to manage.  She represents the office as well at the Reflecting Connecticut/Reflejando a Connecticut coordinating meetings and forums in collaboration with the Permanent Commission on the Status of Women, the African American Affairs Commission, DemocracyWorks and the NCCJ.  She staffs the Special Projects Committee and maintains the database for the agency’s talent bank.  She has continued to increase attendance and advertising received at every annual Gala she has planned and this year is no exception.  This year, with the leadership and guidance of the Special Projects Committee, she has worked in a nationally known master of ceremonies, scholarship awards for each of the Promesa Youth Award recipients, an internationally known performer and an additional event to be held the day after the Gala in conjunction with the Pequot Museum at Foxwoods.  She supervises agency staff as assigned in the absence of the Executive Director. 

She has also found the time to mentor a student or two throughout the years from a variety of colleges and universities including:  Central Connecticut State University, the University of Connecticut School of Social Work, Trinity College and Elon University in North Carolina.  Lucy is the President of the Paralegal Section of the Connecticut Hispanic Bar Association and past Secretary of the Hispanic Professional Network.  She is also a member of the Hispanic American Cultural Council and the National, Connecticut and Greater Hartford Associations of Realtors.  She also recently joined the International Association of Affirmative Action Professionals as well as the Council of State Governments. 

 Before coming to the Latino and Puerto Rican Affairs Commission, Lucy was the Executive Director of the Human Rights and Opportunities Commission for the City of New Britain, Victim Services Administrator for Survivors of Homicide, Administrative Assistant with the City of Hartford’s Office of Management and Budget and an Executive Assistant at The Hartford Public Schools.

 Lucy has a Master’s Degree in Organization and Management from the Antioch New England Graduate School of Keene, New Hampshire and a Bachelor of Science in Human Services Administration from the Southern New Hampshire University of Manchester, New Hampshire.  She is a graduate of Leadership Greater Hartford’s Class of 1992.

 In 2002, Lucy applied for and was selected as one of only 40 people on a national level to become a 2003 Toll Fellow under the Toll Fellows Leadership Program of the Council of State Governments.  As a result of her participation in this Leadership Program, she, along with the other 39 members of her class, were made honorary Colonels by the Governor in Lexington, Kentucky.  Lucy lives in the Town of Windsor with her beloved son, Lucas Miguel Hernández and husband, Lucas Hernández Nieves.
