The Latino and
Puerto Rican Affairs Commission (LPRAC) was created by an act of the
Connecticut General Assembly (CGA) in 1994. This 21 member non-partisan
commission is mandated to make recommendations to the CGA and the
Governor for new or enhanced policies that will foster progress in
achieving health, safety, educational success, economic
self-sufficiency, and end discrimination in Connecticut.

"The investigative report entitled ‘Ticket Inequality’ released
by the Hartford Courant last week lends support to the assertion
that our commission has been proclaiming for several years now.
This issue can be cured, but not solely with enforcement of the
current law, there must also be a significant-comprehensive
commitment to bias-free policing from the top down, which
includes strong legislative amendments to the current law at the
state level, and clear policies, meaningful training and
accountability measures at the local level."
