Blue Ribbon Commission to Study Affordable Housing

The meeting was called to order by Representative Patrick Flaherty at 3:10
Representative Flaherty and Senator Coleman welcomed the members and noted that members would have an opportunity to introduce themselves after a brief presentation of the background of the Affordable Housing Land Use Appeals Act.
Anne Brennan Carroll of the Legislative Commissioner’s Office proceeded to give an overview of the evolution of the Zoning Enabling Act. Ms. Carroll discussed the operations of the Home Rule Tradition as well as the role the judiciary plays in the Act.
John Rappa of the Office of Legislative Research summarized bills affecting the affordable housing land use appeals procedure that were introduced during the 1997. 1998, and 1999 legislative sessions. Mr. Rappa also spoke of an updated report on affordable housing land use cases discussed in the Survey of Developments of Affordable Housing in Connecticut and Evaluation of the Affordable Housing Land Use Appeals Act. Detailed handouts were distributed.
Shonda Leonard of the Office of Legislative Research gave a brief summary of some of the issues the courts keep revisiting regarding affordable housing appeals. A detailed handout was distributed.
Following the presentation member proceeded to introduce themselves and mentioned their experiences with the Act.
Co-chairs Flaherty and Coleman thanked the members for their input and involvement in the Commission and mentioned that they would be notified of the scheduling of the next meeting. The meeting was adjourned at approximately 5:00.
