Good Morning….
As a young boy growing up in Hartford…I remember
the mystique of the gold dome in the distant skyline, I recall the
excitement of the school trips, the history, and the majesty of the
State Capitol. For twenty-three years as a Hartford Police Officer…I
patrolled the neighborhoods that surround this building. Never…did I
dream that one day I would stand in this grand hall and be sworn in
as the Chief…of the Connecticut State Capitol Police Department. It
is truly an honor…and I am humbled.
Over
the past few weeks as I prepared to step away from my career with
the Hartford Police Department and I said my good-byes many people
offered words of kindness and wisdom. It was said to me many times
that “life is like a book as one chapter ends another begins and
this is a new chapter in your life.” As I reflect on those words
today I realize how much they mean and how true they are.
As my time with the Hartford Police
Department draws to a close and this chapter of my life comes to an
end I say to the men and women of the department that you are truly
-Hartford’s Finest- and it has been an honor to lead, and work with
you. I can proudly say that I have worked with heroes. The perils
and challenges that you face each day in the city should never be
taken for granted. You exemplify valor! I leave you and the
department in good hands…Chief Daryl Roberts I salute you. Thank you
for your trust in me as your Assistant Chief, and thank you for your
friendship. I look forward to working with you in the future as we
enhance the bond between our departments. Together we will
accomplish great things.
To the men and
women of the State Capitol Police Department…you exemplify
professionalism and excellence in public service…I am proud to be
your Chief. We serve in a new world and have the awesome
responsibility of protecting “Democracy.” Your dedication to duty
also should never be taken for granted. We must be ever mindful that
despite the dangers that exist in our society we must protect the
liberties afforded to our citizens as we are vigilant in our duties.
I look forward to the challenges ahead and leading you into the
future. Together we will continue to protect and serve the
Connecticut General Assembly and the citizens of this state.

Morgan... we have worked together on many occasions throughout the
years... at many events we were shoulder to shoulder. It has been an
honor to work with you. For twenty-one years you have served the
Connecticut General Assembly and the citizens of Connecticut with
dedication and integrity. You leave the State Capitol Police
Department with a proud and distinguished legacy. I wish you God
speed in your future endeavors and I assure you that you have left
your department in good hands. On behalf of the men and women of the
State Capitol Police Department…and the citizens of the State of
Connecticut…thank you for your service.
To my family…my brothers and my sister
who protected this city long before I did, but are now retired from
the Hartford Police Department -Lieutenant Frank Fallon, Sergeant
Gary Fallon, and Detective Diane Fallon- thank you…I am grateful for
your love, guidance, and support.
Last but certainly not least….in a
command position you are never off duty. The late nights, weekend
events, and the phone ringing constantly. When that phone rang at
two, three, or four in the morning -night after night- I was not the
only person awakened. But I never heard a single complaint…just
concern for what was going on in the City. To my wife Sheryl and my
children Michael and Teaghan... you are my life. You are always by my
side and have sacrificed so I may succeed in my career. The
holidays, birthdays, family, and school events that you have
attended alone while I was at work were many. Because of you and
your support I stand here today and I thank you from the bottom of
my heart.
In closing…I would like to thank all
of you for attending today and I wish you and your families all the
best in this holiday season. Stay safe, thank you and God speed to
all.
