The Safe Learning Grant Program: A
Resource for School Safety
Connecticut
legislators led an unsuccessful effort in 2007 to re-fund a valuable
state program that helps schools prevent bullying and
develop safe learning environments.
The Select Committee on Children voted unanimously to appropriate $1 million for the Safe Learning Grant
Program, but the funding did not make it into the final
version of the state budget.
The program, established in
2001, provides competitive grants to help school districts
adopt best practices for fostering safe learning
environments and preventing student bullying, aggression,
and violence. Every local and regional board of education is
eligible to apply for a grant.

2006 Legislation
Public
Act 06-115, An Act Concerning Bullying Policies in Schools
and Notices Sent to Parents or Legal Guardians, broadens
the law on bullying behavior in schools by: 1) expanding the
definition of bullying; 2) enhancing schools'
obligations to tell students how to report bullying; and 3)
requiring interventions for students who repeatedly bully or
are bullied. The act also requires schools to simultaneously
mail the same school notices they give to the parent or
guardian with whom the student primarily resides to the
other parent or guardian if he requests it. The mailing
requirement remains in effect for as long as the student
attends the school to which the request is made.
