Property Tax Survey

Legislative subcommittee members Bill Eddy, Mary Ellen Klinck and Christine Lewis discuss the property tax relief issue at a recent meeting.

The Connecticut Commission on Aging ,  with support from the General Assembly's Select Committee on Aging ,  has compiled an inventory of tax relief programs for older adults offered by Connecticut’s cities and towns. The survey results will be shared with towns, the General Assembly and other interested parties to help promote thoughtful and effective  tax-relief  policies .

In the fall of 2001, the Commission on Aging conducted a similar survey that  recorded  local property tax relief programs for older adults in towns throughout Connecticut. This follow-up survey seeks to compile a current statewide inventory of local property tax relief programs  operating before and in response to PA 06-176, as well as new programs currently under development. We hope to use this data to  gain  a much better understanding of local communities' efforts to provide property tax relief.  This, in turn, will  help  the Commission suggest future legislative efforts  that  might be made at the state level .

On November 20, 2008 ,  the  Commission on Aging  and  Connecticut Coalition on Aging, Inc. co-sponsored a forum on "Assessing Property Tax Relief Programs for Older Adults and Persons with Disabilities."  This event, held at the Legislative Office Building in Hartford, brought together approximately 140 representatives of local government, tax assessors, persons who administer programs for older adults and other interested persons to share ideas, discuss their experiences on how property taxes affect residents of all ages and offer suggestions for future improvements in the system.  Over 60 municipalities from around the state were represented.   Members of the General Assembly participating in the event included State Senators Jonathan Harris, John Kissel and Paul Doyle and Representative Joseph Serra.
