AN ACT CONCERNING EARLY READING SUCCESS.

To provide for grants for full-day kindergarten programs, reduced class size and reading programs for certain school districts. To require certain students who are reading below grade level to attend a summer reading program in order to be promoted to the next grade. To require school districts to develop plans to improve the reading skills of students in grades kindergarten to three, inclusive. To provide for in-service training courses for teachers in reading instruction and to require certain teachers to take the courses. To require certain candidates in teacher preparation programs to take a course on reading instruction. To require a reading instruction course for certain teaching certificates. To provide funds for two pilot early childhood learning programs in priority school districts.
