"AN ACT CONCERNING THE GOVERNOR'S RECOMMENDATIONS TO IMPROVE ACCESS TO HEALTH CARE. "

Strike subdivision (3) of subsection (b) of section 1 in its entirety and insert the following in lieu thereof:

"(3) An advanced practice registered nurse having (A) been issued a license pursuant to section 20-94a, (B) maintained such license for a period of not less than three years, and (C) engaged in the performance of advanced practice level nursing activities in collaboration with a physician for a period of not less than six thousand two hundred forty hours in accordance with the provisions of subdivision (2) of this subsection, may, thereafter, alone or in collaboration with a physician or another health care provider licensed to practice in this state: (i) Perform the acts of diagnosis and treatment of alterations in health status, as described in subsection (a) of this section; and (ii) prescribe, dispense and administer medical therapeutics and corrective measures and dispense drugs in the form of professional samples as described in subdivision (2) of this subsection in all settings. Any such advanced practice registered nurse shall provide written notice to each person to whom he or she provides services whether or not such advanced practice registered nurse is practicing in collaboration with a physician."

After subdivision (4) of subsection (b) of section 1, insert the following:

"(5) Any advertisement shall include a statement that the advanced practice registered nurse is not a licensed physician. For purposes of this subdivision, "advertisement" means any oral, written or graphic statement or representation made in connection with the solicitation of business in any manner by an advanced practice registered nurse and includes, but is not limited to, a statement and representation made in any newspaper or other publication, on an Internet web site, or on radio or television or printed in any catalog, circular or any other sales literature or brochure."

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective October 1, 2014) A physician licensed in accordance with chapter 370 of the general statutes who collaborated pursuant to the provisions of section 20-87a of the general statutes with an advanced practice registered nurse licensed in accordance with chapter 378 of the general statutes shall be immune from civil liability relating to the acts or omissions of an advanced practice registered nurse after the date on which the collaboration between such physician and advanced practice registered nurse terminates. "

This act shall take effect as follows and shall amend the following sections:
