S.B. No. 1130 (RAISED) COMMERCE . 'AN ACT MAXIMIZING JOBS FOR STATE WORKERS BY REQUIRING PLANS OF LOCAL HIRING BY CONSTRUCTION COMPANIES', to require any business seeking to bid on a contract or perform work on any public work by the state to file an annual local construction hiring plan.

S.B. No. 1131 (RAISED) COMMERCE . 'AN ACT CONCERNING CHANGES TO THE CONNECTICUT HISTORIC HOME TAX CREDIT', to expand eligibility for and usage of the historic homes tax credit by (1) allowing homeowners to sell the credit to a business or apply it to the personal income tax, (2) lowering the minimum qualifying expense to fifteen thousand dollars, (3) raising the maximum amount of the credit to fifty thousand dollars per unit, (4) removing the geographical restriction on eligibility, and (5) introducing a graduated structure for the calculation of the credit amount.

'AN ACT CONCERNING THE EXPANSION OF BUSINESS TAX CREDITS', to (1) make permanent the tax credit for angel investors and allow venture capital companies to qualify for such credit, and (2) require the Departments of Revenue Services and Economic and Community Development to collaborate on a report to the General Assembly concerning the expansion of the research and development tax credit and the angel investor tax credit.

S.B. No. 1134 (RAISED) ENVIRONMENT . 'AN ACT CONCERNING OUTDOOR WOOD-BURNING FURNACES', to require the operation of outdoor wood-burning furnaces to meet certain requirements, to require such furnaces sold after October 1, 2014, to meet certain EPA standards and to clarify the enforcement authority concerning such requirements and standards.

S.B. No. 1135 (RAISED) PUBLIC HEALTH . 'AN ACT CONCERNING NUCLEAR MEDICINE TECHNOLOGISTS', to require the Commissioner of Public Health to submit a report concerning the licensing of nuclear medicine technologists.

'AN ACT CONCERNING MENTAL HEALTH SERVICES', to require the Commissioner of Mental Health and Addiction Services to develop a plan concerning the provision of mental health services to young adults and to require the Commissioners of Mental Health and Addiction Services, Children and Families and Social Services to establish a regional behavioral health consultation system for primary care providers who serve children.

S.B. No. 1138 (RAISED) ENERGY AND TECHNOLOGY . 'AN ACT CONCERNING CONNECTICUT'S CLEAN ENERGY GOALS', to allow the Commissioner of Energy and Environmental Protection to solicit proposals from providers of Class I renewable energy sources and report findings of such study to the joint standing committee of the General Assembly having cognizance of matters relating to energy and technology.

S.B. No. 1139 (RAISED) HIGHER EDUCATION AND EMPLOYMENT ADVANCEMENT . 'AN ACT CONCERNING CHANGES TO PROGRAM APPROVAL FOR COLLEGES AND UNIVERSITIES', to eliminate the requirement that nonprofit independent institutions of higher education authorized to operate in this state for more than twenty years obtain approval from the State Board of Education to implement new and revised academic programs.
