The Senate was called to order at 10: 29 a. m. in accordance with the provisions of Senate Rule 9(b), and under the authority of the President Pro Tempore and the Senate Minority Leader.

The prayer was offered by Acting Chaplain, Brittany Kaplan of Enfield, Connecticut.

Pursuant to Senate Rule 9(b) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Minority Leader.

It is hereby moved that Senate Agenda Number 1, dated February 15, 2013, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

S. B. No. 894 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING PERSONS WHO DECONTAMINATE MEDICAL INSTRUMENTS', to require certification and continuing education for central service technicians.

S. B. No. 895 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING PROCEDURES FOR SERVING PERSONS WITH FOOD ALLERGIES', to require restaurants to establish procedures to serve customers with food allergies.

PUBLIC SAFETY AND SECURITY

S. B. No. 897 (RAISED) PUBLIC SAFETY AND SECURITY. 'AN ACT CONCERNING REGULATION OF FIREARMS', to make revisions concerning the offenses of carrying a firearm and hunting while under the influence, the information required on a receipt for the delivery of a firearm, the fees for and issuance of a handgun eligibility certificate and the officials required to be notified of a gun show.

S. B. No. 898 (RAISED) PUBLIC SAFETY AND SECURITY. 'AN ACT CONCERNING CHANGES TO CERTAIN STATUTES AFFECTING THE DEPARTMENT OF EMERGENCY SERVICES AND PUBLIC PROTECTION', to establish a timeframe in which an applicant for a license as a security officer must successfully complete the required training and to shorten the timeframe in which the Department of Children and Families must request the performance of a criminal history records check on a person residing in a home where a child has been placed on an emergency basis.

HOUSING

H. B. No. 6419 (RAISED) HOUSING. 'AN ACT EXTENDING THE FORECLOSURE MEDIATION PROGRAM', to extend the foreclosure mediation program for two years to June 30, 2016.

H. B. No. 6420 (RAISED) HOUSING. 'AN ACT CONCERNING AFFORDABLE HOUSING', to amend the statute governing the affordable housing land use appeals process.

H. B. No. 6421 (RAISED) HOUSING. 'AN ACT CONCERNING PUBLIC HOUSING GRIEVANCE PROCEDURES', to clarify the scope of section 8-68f of the general statutes and to ensure that the Department of Economic and Community Development promptly adopts the regulations required under said section.

H. B. No. 6422 (RAISED) HOUSING. 'AN ACT CONCERNING SUPPORTIVE HOUSING', to amend a statute concerning supportive housing.

PUBLIC HEALTH

H. B. No. 6423 (RAISED) PUBLIC HEALTH. 'AN ACT CONCERNING RADIATION SAFETY IN HEALTH CARE', to require documentation of CT scan radiation doses and reporting of certain events involving the use of a CT scan to the Department of Public Health, health care providers and patients.

PUBLIC SAFETY AND SECURITY

H. B. No. 6424 (RAISED) PUBLIC SAFETY AND SECURITY. 'AN ACT CONCERNING FEES FOR SEARCHES OF ACCIDENT AND INVESTIGATIVE REPORTS OF THE DEPARTMENT OF EMERGENCY SERVICES AND PUBLIC PROTECTION', to require a person who requests to inspect an accident or investigative report of the department, but not obtain a copy thereof, pay a search fee.

H. B. No. 6425 (RAISED) PUBLIC SAFETY AND SECURITY. 'AN ACT CONCERNING FIRE SAFETY ENFORCEMENT OFFICIALS', to streamline the process for the certification of fire safety enforcement officials, recognize training programs offered by private institutions, authorize local fire marshals to delegate their authority to subordinates with respect to all fire safety regulations and authorize communities to appoint fire inspectors and investigators.
