H. B. No. 6494 (RAISED) TRANSPORTATION. 'AN ACT CONCERNING DRIVERS' SCHOOLS AND ADULT INSTRUCTION PERMITS', to establish requirements for adult instruction permit holders to receive behind-the-wheel, on-the-road instruction before issuance of a motor vehicle operator's license, to establish a time period before adult instruction permit holders may be issued motor vehicle operator's licenses and to increase the maximum allowable fee charged for certain driver instruction courses.

H. B. No. 6495 (RAISED) TRANSPORTATION. 'AN ACT CONCERNING REVISIONS TO THE MOTOR VEHICLE STATUTES', to amend the statutes under the cognizance of the Department of Motor Vehicles, as recommended by the department, concerning sworn motor vehicle inspectors, commercial driver's license examiners, insurance identification cards, blanket insurance coverage for leasing companies, year of manufacture plates, registration of vehicles by persons owing municipal taxes, a "Q" endorsement for fire apparatus operators, noncolor photographs on operator's licenses, motorcycle examination waivers for members of the armed forces, the operation of a motor vehicle by certain suspended operator's license holders, fees, disqualification criteria for certain commercial driver's instruction permit holders, leasing and rental license holders, the use of dealer plates, the establishment of misdemeanors for certain violations of the motor vehicle statutes, mediation of certain complaints, odometer tampering, towing, drivers' school license fees, notification of towing, compliance with federal requirements, motor vehicle liens, weigh stations, motor-driven cycles, distracted driving, registration of all-terrain vehicles and snowmobiles, the establishment of infractions for certain violations of the motor vehicle statutes, adult instruction permit holders and technical revisions.

'AN ACT CONCERNING REVISIONS TO THE TRANSPORTATION STATUTES', to revise the procedures of the Department of Transportation concerning the sale or disposition of property, to authorize the Commissioner of Transportation to enter into agreements with the state of Vermont concerning the New Haven-Hartford-Springfield rail line, to allow the commissioner to delegate certain authority to bureau heads, to allow the department to issue filming permits for persons seeking to film on state highways, to allow the department to grant easements to public service companies, to create an exception allowing construction of an access road and bridge that does not meet certain minimum overhead clearance requirements, to allow self-certification for certain pilot boats, to amend the definition of highway to include bus rapid transit roadways, to restrict the use of bus rapid transit roadways, to require all motor vehicle passengers to use safety belts, to prohibit the use of certain hand-held radios while operating a motor vehicle except in emergency situations, to amend various statutes concerning outdoor advertising, to grant an exemption for certain occupational licensing requirements to the Connecticut Airport Authority, to include the Connecticut Airport Authority as a state agency for the purpose of building code compliance and to repeal the requirement of the department to submit a master transportation plan.

S. B. No. 976 (RAISED) TRANSPORTATION. 'AN ACT CONCERNING BUS IDLING', to clarify exceptions to the prohibition against prolonged school bus idling.

'AN ACT CONCERNING THE MEMBERSHIP OF CONSTRUCTION SERVICE PANELS AND THE EVALUATION OF BIDDERS' PAST PERFORMANCE', to modify the membership of certain state construction services selection or award panels and to require awarding authorities to consider a bidder's change orders and assertions of unsubstantiated claims and the subcontractors' past performance and integrity when determining the lowest responsible bidder.

S. B. No. 978 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING SUBCONTRACTOR PREQUALIFICATION AND CLASSIFICATION THRESHOLDS AND INCREASING THE THRESHOLD FOR REQUIRING COMPETITIVE BIDDING OF PUBLIC WORKS PROJECTS', to change the threshold for requiring contracts be awarded to the lowest responsible and qualified bidder from five hundred thousand dollars to two million dollars, to require subcontractors to be prequalified at the time of bid submittal and to change the threshold for separate specifications for classes of work from twenty-five thousand dollars to one hundred thousand dollars.
