'AN ACT CONCERNING THE RESALE OF DOGS TO MILITARY AND LAW ENFORCEMENT AGENCIES', to enable certain trainers who purchase and then train dogs for the eventual resale of such dogs to military branches and law enforcement agencies to continue the performance of such work.

H. B. No. 6316 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING THE STATE PURCHASE OF DEVELOPMENT RIGHTS FOR AGRICULTURAL LAND PRESERVATION', to allow for the joint ownership of the development rights to agricultural lands between the state and a municipality, when the municipality paid a part of the purchase price for such rights, without having the requirement that all of the subject land be within the boundaries of such municipality.

H. B. No. 6317 (RAISED) ENVIRONMENT. 'AN ACT CONCERNING REGISTRATION OF GROWERS OF SWINE AND THE CONTROL OF CERTAIN DISEASES', to reenact statutory language that was inadvertently repealed and that otherwise enables the Commissioner of Agriculture to prevent the spread of swine diseases.

H. B. No. 6321 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT REQUIRING CERTAIN DISCLOSURES FOR LONG-TERM CARE POLICIES', to require insurers to provide certain disclosures at the time of solicitation or application for purchase or sale of a long-term care policy.

H. B. No. 6322 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING THE LEGISLATIVE COMMISSIONERS' RECOMMENDATIONS FOR TECHNICAL AND MINOR CHANGES TO THE INSURANCE AND RELATED STATUTES', to make technical, conforming and minor changes to the insurance and related statutes.

H. B. No. 6323 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING ADOPTION FEES FOR DOGS', to encourage municipalities to spay or neuter and vaccinate unclaimed dogs by allowing such municipality to charge any person who adopts an unclaimed dog the cost of such treatments.

H. B. No. 6324 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT ESTABLISHING A MUNICIPAL OPTION TO ABATE PROPERTY TAXES FOR SMALL BUSINESSES', to authorize municipalities to abate certain personal property taxes for small businesses.

H. B. No. 6325 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING THE ASSIGNMENT OF MORTGAGE DEBTS', to require any assignment of a mortgage to be recorded not later than sixty days after such assignment.

H. B. No. 6326 (RAISED) PLANNING AND DEVELOPMENT. 'AN ACT CONCERNING PROPERTY TAX ABATEMENTS FOR SOLAR THERMAL RENEWABLE ENERGY SOURCE INSTALLATIONS', to authorize municipalities to abate, by local option, property taxes due for solar panels installed for business or industrial use.

'AN ACT REQUIRING PUBLIC COMMENT FOR CERTAIN LONG-TERM CARE POLICY RATE INCREASE REQUESTS', to provide an opportunity for public comment prior to the Insurance Commissioner's approval, disapproval or modification of an individual or group long-term care policy rate filing of an increase of more than ten per cent.

S. B. No. 809 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT ALLOWING THE TRANSFERS OF TAX CREDITS TO INSURANCE COMPANY AFFILIATES', to allow an insurance company or a health care center to transfer certain tax credits to an affiliate.

S. B. No. 810 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT REQUIRING THE INSURANCE DEPARTMENT TO CONSULT WITH THE CONNECTICUT HEALTH INSURANCE EXCHANGE FOR RATES OR AMOUNTS FOR HEALTH PLANS OFFERED THROUGH SAID EXCHANGE', to require the Insurance Department to consult with the Connecticut Health Insurance Exchange prior to approving any rates or amounts for health plans that will be offered through said exchange.

S. B. No. 811 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING HEALTH INSURANCE COVERAGE OF A SECOND MAMMOGRAM', to require health insurance policies to provide coverage of a second mammogram in a policy year if the first mammogram demonstrates heterogeneous or dense breast tissue and the woman's physician orders a second mammogram.

S. B. No. 812 (RAISED) INSURANCE AND REAL ESTATE. 'AN ACT CONCERNING THE CONNECTICUT HEALTH INSURANCE BOARD OF DIRECTORS', to add an insurance producer to the Connecticut Health Insurance Exchange board of directors.

'AN ACT CONCERNING THE INTEREST RATE ON DELINQUENT PROPERTY TAXES', to provide municipalities with a local option to charge interest on delinquent property taxes at a rate of twelve per cent per annum, and to amend the manner in which interest on such delinquent property taxes is calculated so that a payment that is only delinquent for a fraction of a month shall not be charged interest for a full month.
