AN ACT EXPANDING THE DEFINITION OF "PHYSICALLY HELPLESS" WITH RESPECT TO SEXUAL ASSAULT OFFENSES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That section 53a-65 of the general statutes be amended to expand the definition of the term "physically helpless", with respect to sexual assault offenses, to include a person who is unable to talk or who is severely intellectually disabled or physically disabled.
Statement of Purpose:
To expand the definition of the term "physically helpless", with respect to sexual assault offenses, to include a person who is unable to talk or who is severely intellectually disabled or physically disabled.
