Strike line 25 and insert the following in lieu thereof:

"(e) The provisions of this section shall not apply in any town that requires by local regulation or ordinance the display of street numbers on residential buildings, provided such regulation or ordinance includes a requirement that the numerals be affixed to a post, sign, mailbox or other device if the numerals on the exterior of the building would not be legible from the centerline of the street because the building is set too far back from the street or because of an obstruction.

(f) Any person who violates any provision of this section shall have committed an infraction and shall be fined forty-five dollars.

Sec. 2. (Effective from passage) When a tax collector of a town, in which the provisions of section 1 of this act applies, mails or delivers a property tax bill pursuant to section 12-130 of the general statutes on or after the effective date of this section and prior to July 1, 2012, the collector shall include with such bill a notice that, effective October 1, 2012, an owner of a residential building is required to affix numerals to such building indicating the street number of such building in accordance with section 1 of this act.

Sec. 3. Section 51-56a of the 2012 supplement to the general statutes is amended by adding subsection (f) as follows (Effective October 1, 2012):

(NEW) (f) The state shall remit to the municipalities in which the violation occurred all fine amounts received in respect to the violation of section 1 of this act. Each clerk of the Superior Court or the Chief Court Administrator, or any other official of the Superior Court designated by the Chief Court Administrator, shall, on or before the thirtieth day of January, April, July and October in each year, certify to the Comptroller the amount due for the previous quarter under this subsection to each municipality served by the office of the clerk or official. "
