The Senate was called to order at 2: 02 p. m. , the President in the Chair.

The prayer was offered by the Acting Chaplain, Tasha Smith of Hartford, Connecticut.

The following is the prayer:

Our Thought for today is from Proverb 15: 22 “Plans fail for lack of counsel, but with many advisors they succeed.

Almighty God, as we pause in these moments of prayer we pray for the guidance of your spirits of those elected Senators to give them advice and council on the affairs of government who they serve nobly.

Replenish our understanding that we may do great things for our great state of Connecticut. Fill our heart with compassion that we may think clearly, choose wisely and act fairly. Guard us, guide us and keep us in your care. Bestow your blessings and safety on our defenders of freedom.

O Lord, hear our prayer as we pray and say. Amen.

The following is the Amendment.

Strike everything after the enacting clause and substitute the following in lieu thereof:

"Section 1. (NEW) (Effective October 1, 2012) No person, employer, employment agency or labor organization, except in the case of a bona fide occupational qualification or need, shall advertise employment opportunities in such a manner as to prohibit individuals who are unemployed from applying for such employment. The Labor Department may issue a cease and desist order against any person, employer, employment agency or labor organization that advertises an employment opportunity in violation of this section for the first such violation and may, in addition to a cease and desist order, impose a fine of up to two hundred fifty dollars for any subsequent employment opportunity advertised in violation of this section by the same person, employer, employment agency or labor organization. "

This act shall take effect as follows and shall amend the following sections:
