The Senate was called to order at 10: 26 a. m. in accordance with the provisions of Senate Rule 9(b), and under the authority of the President Pro Tempore and the Senate Minority Leader.

The prayer was offered by Acting Chaplain, Alice Ann Joseph of West Simsbury, Connecticut.

The following is the prayer:

Pursuant to Senate Rule 9(b) the Senate is called into Session, by the Office of the Senate Clerk's under the authority of the President Pro Tempore and the Senate Minority Leader.

It is hereby moved that Senate Agenda Number 1, dated February 10, 2012, is adopted, the items on said Agenda shall be acted upon as indicated and that the Agenda shall be incorporated into the Senate Journal and Senate Transcript.

Proposed S. B. No. 44 SEN. KELLY, 21st DIST. 'AN ACT CONCERNING APPROPRIATIONS FOR COMMUNITY AND HOME-BASED CARE', to expand "aging in place" by providing greater assistance to seniors to remain in their homes as they age.

Proposed S. B. No. 45 SEN. KELLY, 21st DIST. 'AN ACT CONCERNING APPROPRIATIONS FOR THE NON-ADA DIAL-A-RIDE PROGRAM', to ensure the availability of adequate transportation for seniors.

FINANCE, REVENUE AND BONDING

Proposed S. B. No. 46 SEN. KELLY, 21st DIST. 'AN ACT CONCERNING INCENTIVES FOR STATE DEFENSE CONTRACTORS TO BUY FROM IN-STATE CONTRACTORS AND BUSINESSES', to create incentives for defense contractors to use in-state subcontractors when possible.

Proposed S. B. No. 47 SEN. KELLY, 21st DIST. 'AN ACT CONCERNING THE USE OF BUDGET SURPLUSES', to utilize half of all state budget surpluses for income tax relief by increasing the amount of income that is exempt from income taxation.

Proposed S. B. No. 48 SEN. KELLY, 21st DIST. 'AN ACT CONCERNING AN EXEMPTION FROM INCOME TAX FOR ALL SOCIAL SECURITY INCOME', to exempt Social Security income from state income tax.

HUMAN SERVICES

Proposed S. B. No. 49 SEN. KELLY, 21st DIST. 'AN ACT PRIVATIZING THE ADMINISTRATION OF THE STATE'S SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM', to privatize the administration of the state's supplemental nutrition assistance program.

Proposed S. B. No. 50 SEN. KELLY, 21st DIST. 'AN ACT APPROPRIATING FUNDS TO THE DEPARTMENT OF SOCIAL SERVICES FOR AN UPDATED COMPUTER SYSTEM', to provide the computer resources necessary for the state to meet federal health care reform requirements for the administration of state public assistance.

PUBLIC HEALTH

Proposed S. B. No. 51 SEN. KELLY, 21st DIST. 'AN ACT CONCERNING AN INCREASED APPROPRIATION TO THE DEPARTMENT OF PUBLIC HEALTH FOR BREAST CANCER RESEARCH AND EDUCATION', to increase the funding available for breast cancer research, education and prevention.

APPROPRIATIONS

Proposed H. B. No. 5039 REP. DILLON, 92nd DIST. 'AN ACT CONCERNING FUNDING FOR PAYMENTS TO TOWNS IN LIEU OF TAXES ON REAL PROPERTY OF PRIVATE COLLEGES, GENERAL HOSPITALS, CHRONIC DISEASE HOSPITALS AND CERTAIN URGENT CARE FACILITIES', to fully fund payments in lieu of taxes to towns in which private colleges, general hospitals, chronic disease hospitals and certain urgent care facilities are located.

COMMERCE

Proposed H. B. No. 5040 REP. DILLON, 92nd DIST. ; SEN. HARP, 10th DIST. ; REP. WALKER, 93rd DIST. 'AN ACT AUTHORIZING BONDS OF THE STATE FOR TRAFFIC CALMING AND ECONOMIC DEVELOPMENT IN WESTVILLE VILLAGE', to provide funds from the Main Street Investment program to Westville Village for improvements relating to traffic calming and economic development.

Proposed H. B. No. 5041 REP. DILLON, 92nd DIST. 'AN ACT AUTHORIZING BONDS OF THE STATE FOR THE SHUBERT THEATER IN NEW HAVEN', to provide the historic Shubert Theater with funds to upgrade its facility.

EDUCATION

Proposed H. B. No. 5042 REP. JANOWSKI, 56th DIST. 'AN ACT CONCERNING THE REIMBURSEMENT OF TOWNS FOR THE DIFFERENCE BETWEEN MAGNET SCHOOL TUITION PAYMENTS AND ECS PER PUPIL GRANTS', to compensate towns for the increasing costs associated with the requirement that towns be responsible for interdistrict magnet school tuition payments.

Proposed H. B. No. 5043 REP. JANOWSKI, 56th DIST. 'AN ACT INCREASING ECS AID TO TOWNS TO COMPENSATE FOR THE MAGNET SCHOOL TUITION REQUIREMENT', to compensate towns for the increased local costs in meeting the state requirement that towns pay the tuition for students attending interdistrict magnet schools.
