Prayer was offered by the guest Chaplain, Nia M. Stallworth of Bridgeport, Connecticut.

Let us pray. Dear Lord, inspire us in our responses to the pressing needs of Your people. Grant us wisdom so that what we accomplish today may produce a better tomorrow. Amen.

H. B. No. 5552 (RAISED) JUDICIARY. 'AN ACT CONCERNING THE PENALTIES FOR FAILURE TO REPORT CHILD ABUSE', to strengthen the penalties associated with an individual's failure to report suspected child abuse or neglect.
H. B. No. 5553 (RAISED) JUDICIARY. 'AN ACT CONCERNING SUBSTANCE ABUSE PROGRAMS', to: (1) Revise the penalty for a third conviction of operating a motor vehicle under the influence to allow reinstatement of an operator's license after two years with lifetime installation and maintenance of an approved ignition interlock device, (2) provide conformity for the victim impact panel program fees by amending one reference to such fee to reflect the amount of seventy-five dollars, and (3) permit persons who were eligible to participate in the Department of Motor Vehicles treatment and assessment program that was repealed effective January 1, 2012, to complete participation in such program and seek reinstatement of an operator's license or nonresident operating privilege in accordance with the requirements of the program that were in effect December 31, 2011, and establish a similar optional program for new offenders.
H. B. No. 5554 (RAISED) JUDICIARY. 'AN ACT CONCERNING HABEAS CORPUS REFORM', to reform habeas corpus procedures.
H. B. No. 5555 (RAISED) JUDICIARY. 'AN ACT CONCERNING DIVERSIONARY PROGRAMS', to: (1) Revise the pretrial drug education program by redesignating the program as a pretrial drug education and community service program and revising eligibility and participation requirements for the program, (2) limit eligibility for the community service labor program to enumerated offenses after conviction, (3) revise the eligibility criteria for accelerated rehabilitation, (4) expand mediation programs in criminal prosecutions to all geographical area court locations, and (5) permit a court or prosecutor to consider the fact that a defendant has made a monetary contribution to a private nonprofit charity or other nonprofit organization, in a manner currently permitted for the consideration of community service work.
S. B. No. 456 (RAISED) JUDICIARY. 'AN ACT CONCERNING HARASSMENT, ELECTRONIC HARASSMENT AND CYBERSTALKING', to clarify that harassment in the second degree may be deemed to have been committed at the place where the telephonic or electronic communication originated, and establish the offenses of electronic harassment and cyberstalking.
