Explanation
The amendment is anticipated to cost the Department of Correction up to $4.3 million in FY 13 and up to $4.5 million in FY 14 by requiring that inmates guilty of certain offenses gain the consent of the victim to earn Risk Reduction Earned Credits (RREC) .
