"AN ACT REVISING THE PENALTY FOR CAPITAL FELONIES. "
After the last section, add the following and renumber sections and internal references accordingly:
"Sec. 501. (NEW) (Effective from passage) (a) Notwithstanding the provisions of this act, any person convicted of murder of two or more persons committed in the course of an act of terrorism, in violation of section 53a-300 of the general statutes, committed on or after the effective date of this section, shall be sentenced to a term of life imprisonment without the possibility of release unless a sentence of death is imposed in the manner prescribed in section 53a-46a of the general statutes, as amended by this act.
(b) The provisions of this act applicable to a person who commits a capital felony prior to the effective date of this section shall apply in like manner to a person convicted of murder as provided in subsection (a) of this section. "
