"AN ACT REVISING THE PENALTY FOR CAPITAL FELONIES. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective from passage) On and after the effective date of this section, no bill that has the effect of reducing a sentence of life imprisonment without the possibility of release for a capital felony or a class A felony of murder with special circumstances may be enacted except upon approval by a vote of at least three-fourths of the members of each house of the General Assembly. "


This act shall take effect as follows and shall amend the following sections:
