Explanation
The bill results in a savings to the State Elections Enforcement Commission of approximately $39,000 per election cycle. The bill lowers the threshold at which candidate committees for statewide office must file campaign finance statements electronically, and expands the threshold to include legislative candidate committees and exploratory committees. As election cycles cross fiscal years, savings for one election cycle could be achieved in different fiscal years.
The $39,000 in savings is associated with reduced paper filings. Currently, there is a cost to the State Elections Enforcement Commission of $39 per paper filing. The bill is anticipated to result in 100 fewer committees filing financial statements by paper. Committees on average submit 10 filings per election.
The bill makes several other changes that do not have a fiscal impact.
