The Committee on Appropriations reported through SEN. HARP of the 10th Dist., Chairperson of the Committee on the part of the Senate, that the substitute bill ought to pass.
AN ACT CONCERNING EARLY CHILDHOOD EDUCATION.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective from passage) The Department of Education, in consultation with the Departments of Social Services and Construction Services, shall study space requirements for universal early childhood education and other issues related to school readiness. Not later than January 1, 2013, the department shall submit a report, including a plan for phasing in building requirements, to the joint standing committee of the General Assembly having cognizance of matters relating to education in accordance with the provisions of section 11-4a of the general statutes.
This act shall take effect as follows and shall amend the following sections: | ||

Explanation
The bill will not result in a fiscal impact to the State Department of Education, the Department of Social Services or the Department of Construction Services because each agency currently has staff members with the expertise necessary to perform the study.
