Explanation

The amendment: (1) eliminates new construction projects at the University of Connecticut Health Center and (2) reduces the amount of General Obligation (GO) bonds authorized between FY 14 and FY 17 by $179.9 million. This will result in a General Fund debt service saving of $274.3 million for principal and interest payments over 20 years, assuming a 5.0% interest rate (comprised of $94.4 million in interest and $179.9 in principal) .
