Explanation
The amendment requires hospitals and outpatient surgical centers to establish a program of reduced charges for self pay patients. The amendment also makes further stipulations concerning notice of health costs and the ability to recoup billings. These reduced charges and recoupment provisions may lead to a reduction in self pay patient revenue at the University of Connecticut Health Center. The extent of this reduction will be dependent upon the parameters of the program developed.
