Explanation
The amendment requires the General Assembly to convene in special session to vote on a SEBAC agreement within five days of its filing, or August 31, 2011, otherwise the agreement is deemed rejected. If an agreement is approved, the underlying bill assumes a savings lapse of $700.7 million in FY 12 and $901.2 million in FY 13. The extent to which the amendment may impact the achievement of the savings is uncertain.
