AN ACT PROHIBITING THE SALE OR TRANSFER OF A HORSE, DOG OR DOMESTICATED FELINE WHEN SUCH SALE OR TRANSFER WILL RESULT IN THE DEATH OF SUCH ANIMAL.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to prohibit the sale or transfer of a horse, dog or domesticated feline by any person who has custody of such animal for the purpose of boarding or placing such animal when such sale or transfer will likely result in the killing of such animal, except if such person has a written document from the owner of such animal which authorizes such sale or transfer. Any person who violates such prohibition shall be liable to the owner of such animal for actual or statutory damages in an amount not to exceed twenty thousand dollars, whichever is greater.

Statement of Purpose:

To prevent the sale or transfer of horses, dogs and domesticated felines when such sale or transfer will likely result in the killing of such animal unless the owner of such animal authorizes such sale or transfer.
