ELECTRONIC MONITORING OF PEOPLE ON PROBATION AND PAROLE | ||

You asked about the number of probationers and parolees subject to electronic monitoring and the crimes they committed.
PROBATION
According to the Judicial Branch, in January 2010:
1. adult probation was supervising 158 offenders on random frequency (RF) and 53 offenders by global positioning system (GPS), and
2. juvenile probation was supervising 101 offenders on RF.
RF is the standard curfew monitoring tool which involves an ankle bracelet and a home monitoring unit that monitors when the probationer is within range.
According to the Judicial Branch, they cannot provide specific information on the offenses committed by probationers subject to electronic monitoring but most if not all of the offenders monitored by GPS are sex offenders. According to the branch's January 2010 annual report, adult probation supervised about 99 registered sex offenders on RF and about 68 registered sex offenders by GPS in 2009 (Judicial Branch, CSSD, Annual Report: Electronic Monitoring and Supervision of Sex Offenders, January 2010).
DEPARTMENT OF CORRECTION (DOC) AND BOARD OF PARDONS AND PAROLES
According to the annual report from DOC and the Board of Pardons and Paroles dated January 15, 2010, DOC's Parole and Community Services Division was supervising about 735 offenders with RF (none were registered sex offenders) and about 226 by GPS (56 were registered sex offenders).
DOC tracks offenders by their most serious offense. DOC provided us with a breakdown of the 56 registered sex offenders monitored on GPS by their most serious offense:
● Sexual assault, 1st degree: 24
● Sexual assault, 2nd degree involving a minor: 15
● Sexual assault, 3rd degree: 3
● Sexual assault, 4th degree: 2
● Risk of injury: 10
● Kidnapping, 2nd degree: 1
● Sexual assault in a spousal or cohabitating relationship: 1
We requested information on the crimes committed by other offenders monitored electronically by DOC personnel but have not yet received the information. We will send it to you as soon as it becomes available.
