'AN ACT CONCERNING THE DEPARTMENT OF PUBLIC WORKS AND A REPORT OF UNEXPENDED BOND PROCEEDS', to make technical changes and to require the report submitted to the joint standing committee of the General Assembly having cognizance of matters relating to finance, revenue and bonding to be submitted in accordance with section 11-4a of the general statutes.

S.B. No. 471 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING THE DEPARTMENT OF INFORMATION TECHNOLOGY', to require the report submitted by the Department of Information Technology to be submitted in accordance with the provisions of section 11-4a of the general statutes.

S.B. No. 472 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING STATE AGENCY PERMISSIVE IN-STATE CONTRACTING PREFERENCES AND A PILOT PROGRAM FOR JANITORIAL EMPLOYEES', to allow state contractors to adjust their bid to deduct the amount of state income taxes that would be paid by those employed on the project, and to provide that if the aggregate amount actually paid to such employees is less than projected, the amount paid to the contractor would reflect such difference, and to extend the term of the pilot program for janitorial work for disadvantaged or disabled persons from four years to seven years.

S.B. No. 473 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT CONCERNING STATE CONTRACTING', to allow private service providers to adjust their budget expenditures without approval when a state agency reduces the providers' funding, to require the filing of state contracts with a potential duration of ten years or more with the General Assembly for approval, to extend the term of a pilot program for janitorial work for disadvantaged or disabled persons from four years to seven years and to establish additional criteria for the denial of prequalification certificates by the Commissioner of Administrative Services.

S.B. No. 474 (RAISED) GOVERNMENT ADMINISTRATION AND ELECTIONS. 'AN ACT DEFINING GRASS ROOTS LOBBYING', to define "grass roots lobbying" and clarify the exemptions to the term "expenditure".

S.B. No. 475 (RAISED) JUDICIARY. 'AN ACT CONCERNING NONVIOLENT OFFENDERS', to require court and correctional personnel to assess persons arrested or convicted of nonviolent crimes and consider recommending that such persons be released to home confinement with GPS monitoring in lieu of incarceration.

S.B. No. 476 (RAISED) JUDICIARY. 'AN ACT CONCERNING NONVIOLENT DRUG POSSESSION OFFENSES', to reduce costs to the state by reclassifying the use or possession of drug paraphernalia and the possession of a small amount of a cannabis-type substance as infractions rather than misdemeanors.
