The Senate was called to order at 10: 37 a. m. , in accordance with the provisions of Senate Rule 9(b), and under the authority of the President Pro Tempore and the Senate Minority Leader.

'AN ACT CONCERNING STATE AGENCY PERMISSIVE IN-STATE CONTRACTING PREFERENCES AND A PILOT PROGRAM FOR JANITORIAL EMPLOYEES', to allow state contractors to adjust their bid to deduct the amount of state income taxes that would be paid by those employed on the project, and to provide that if the aggregate amount actually paid to such employees is less than projected, the amount paid to the contractor would reflect such difference, and to extend the term of the pilot program for janitorial work for disadvantaged or disabled persons from four years to seven years.

S. B. No. 476 (RAISED) JUDICIARY. 'AN ACT CONCERNING NONVIOLENT DRUG POSSESSION OFFENSES', to reduce costs to the state by reclassifying the use or possession of drug paraphernalia and the possession of a small amount of a cannabis-type substance as infractions rather than misdemeanors.

'AN ACT CONCERNING REENTRY', to consider establishing a state tax credit for private-sector employers who hire persons recently released from prison, adjust census data to count persons incarcerated in correctional institutions in the population count of the towns where they resided prior to incarceration and prohibit the state, political subdivisions of the state and employers that contract with the state and such political subdivisions from inquiring about a job applicant's criminal record until such time as the applicant has been conditionally offered a position.
H. B. No. 5524 (RAISED) JUDICIARY. 'AN ACT CONCERNING CRIMINAL RECORDS AND SENTENCE REVIEW', to limit the disclosure of criminal records of certain inmates of the Department of Correction and allow defendants who pled guilty to an offense to seek sentence review.
