LOCAL POLICE DEPARTMENT POLICIES

You asked if local police departments have specific policies about (1) taping juvenile confessions, (2) restraining juveniles, and (3) restraining women.

We surveyed about 70 local police departments and 43 responded. We asked three questions with the same three choices for each question.

No towns had a formal policy of taping all juvenile confessions. Five towns (Coventry, Milford, Trumbull, West Hartford, and Wilton) have informal policies where taping a confession was left to the discretion of the officer. The rest of the towns have no policy covering taping juvenile confessions.

Twenty-three towns have no policy about restraining juveniles. Twenty towns have a formal policy. Some policies permitted the officer not to restrain a juvenile or allowed an officer not to restrain a juvenile if the arrest was for a minor offense. Other policies leave it up to the arresting officer to make the decision.

The restraint policy of three towns (Manchester, South Windsor, and Stamford) refers specifically to women. South Windsor specifically refers to treating women the same as men. The other two towns allow for gender to be considered when restraining someone. New Britain and Wethersfield have policies allowing an officer to consider if a woman is pregnant when restraining her. The other 38 towns do not mention women in their restraint policy.

The results of the survey for each town are in Table 1. The policies of the towns that sent them are attached.
