QUESTIONS FOR DPUC COMMISSIONER NOMINEES

By: Kevin E. McCarthy, Principal Analyst

Department of Public Utility Control

The department is governed by five commissioners

Commissioners are appointed by the governor with the consent of both chambers

The department is responsible for regulating electric, gas, water, and telecommunications companies.

QUESTIONS

1. How can the state balance its efforts to address climate change while avoiding electric rate increases?

2. What are your views on decoupling electric and gas sales from revenues?

3. There are many agencies and advisory boards that deal with energy issues, but no single entity that sets state energy policy. Should there be one and if so, what form should it take and where should it be located?

4. There have been proposals in the past to create a state power authority and it is likely that this issue will be revisited this session. What are your views on the feasibility and desirability of creating such an authority?

5. In your view, has electric restructuring succeeded in meeting its goals?

6. Should residential customers be allowed to choose their gas supplier, as business customers can?

7. Currently, gas conservation programs are funded at substantially lower levels than electric conservation programs. Should the gas programs be expanded, and if so, how should they be funded?

8. How can the department encourage its staff to become familiar with issues affecting industries other than the one they are responsible for?
