AN ACT CONCERNING INTERNATIONAL COMMERCE.
This bill requires the Department of Economic and Community Development (DECD) commissioner to evaluate, by January 1, 2010 and annually thereafter, Connecticut's competitiveness as a place to do business and summarize her findings in a report to the governor and Commerce Committee. The report must be less than four pages and include an evaluation of:
1. how the state's programs and policies affect the economy and business environment,
2. the state's ability to retain and attract businesses,
3. other states' steps to improve their competitiveness, and
4. programs and policies the state could implement to improve its competitiveness.
By law, the commissioner must submit an annual report to the governor and the legislature that, among other things, assesses the state's economy and analyzes how DECD's investments benefit the economy. The report is due February 1, annually and must include any other annual report DECD must prepare, including the bill's annual competitiveness report.
*Senate Amendment “A” replaces the original bill, which required DECD to contract with up to 20 international trade developers to facilitate trade agreements between Connecticut companies and other countries, and instead requires DECD to prepare annual economic competitiveness reports.
