AN ACT CONCERNING TRAINING FOR LOCAL LAND USE COMMISSIONERS.

SUMMARY:

This bill designates the Center for Land Use Education and Research at UConn as the lead agency for developing basic land use courses and certification programs to educate local land use commissioners on state land use laws and regulations. Under the bill, the local land use commissioners are members exercising the power of zoning, planning, and conservation commissions, zoning board of appeals, water pollution control authorities, and inland wetlands agencies.

The bill allows the center to coordinate state agencies, law schools, and relevant professional associations to provide the courses and certification programs. The center must, within available appropriations, establish a curriculum for the courses and certification programs. By January 1, 2011, it must submit a report on the curriculum to the Planning and Development Committee.
