OLR Bill Analysis
AN ACT CONCERNING SCIENCE, TECHNOLOGY, ENGINEERING AND MATHEMATICS ISSUES IN CONNECTICUT.
This bill allows the State Board of Education (SBE) to authorize regional educational service centers (RESCs) or the Connecticut Academy for Education in Mathematics, Science and Technology to serve as impartial convening agents for organizations, teachers, administrators, school officials, policymakers, parents, and students to foster, promote, study, report, and make recommendations to SBE on science, technology, engineering, and mathematics education issues in Connecticut. The bill does not define “impartial convening agent. ”

BACKGROUND
Connecticut Academy for Education in Mathematics, Science and Technology
According to its web site, the academy was created in 1991 as an independent 501(c)3 nonprofit corporation through a partnership with the Governor's Office; Connecticut State departments of Education, Higher Education, and Economic Development; and the Legislature. The Academy's purpose was to serve as an impartial convening agent, advocate, and catalyst for mathematics, science, and technology.
