AN ACT REQUIRING A STUDY OF THE ESTABLISHMENT OF A STATE WORKERS' COMPENSATION INSURANCE PROGRAM.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) The Legislative Program Review and Investigations Committee shall (1) study the establishment of a competitive state workers' compensation insurance program to offer workers' compensation insurance to the state and to employers in the state, and (2) review the impact of the changes to the workers' compensation statutes enacted by the General Assembly within the last twenty years on premium rates and the availability of coverage in the state.

(b) Not later than February 1, 2010, said committee shall submit a report of its findings and recommendations with respect to the study specified in subsection (a) of this section to the General Assembly, in accordance with section 11-4a of the general statutes.

This act shall take effect as follows and shall amend the following sections:
