AN ACT CONCERNING INTERMUNICIPAL COOPERATION.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. Section 4-124d of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2009):
(a) The council shall consider such matters of a public nature common to two or more members of the council as it deems appropriate, including matters affecting transportation and the health, safety, welfare, education and economic conditions of the area comprised by its members. The council shall promote cooperative arrangements and coordinate action among its members and make recommendations therefor to the members and such other public agencies as exist or perform functions within the region or regions.
(b) Notwithstanding the provisions of the general statutes or any special act, charter or home rule ordinance, the council may establish programs of cooperation of member towns, including, but not limited to, programs that provide for the (1) sharing of property tax growth created by new economic development initiatives, (2) sharing of future growth in state sales tax revenue and distribution of any increase on a regional basis, (3) levying of regional taxes, such as sales and hotel taxes, and distribution of revenue from such regional taxes for regional infrastructure and economic development projects, (4) delivery of services and pooling of health insurance costs on a regional basis, (5) negotiation of regional contracts with municipal employee and teacher unions, and (6) making of land use decisions on regionally significant projects.
This act shall take effect as follows and shall amend the following sections: | ||

Statement of Purpose:
To increase regional cooperation and make government more efficient by authorizing regional planning organizations to develop intermunicipal programs.
