AN ACT CONCERNING LICENSED ELECTRICIANS AND THE INSTALLATION OF PHOTOVOLTAIC ENERGY SYSTEMS.

SUMMARY:

This bill requires the Electrical Work Board to authorize individuals with E-1 unlimited contractor licenses to install, service, and repair photovoltaic energy systems without additional licensure. Under existing law, only solar electric contractor and journeymen licensees may perform work on photovoltaic energy systems.

EFFECTIVE DATE: July 1, 2009

BACKGROUND

Occupational Licensing System

State law establishes a licensing system for several trades overseen by different licensing boards, including the Electrical Work Board and the Heating, Piping, Cooling, and Sheet Metal Work Board. They have the power to determine who qualifies for a license and to enforce standards by disciplining licensees. Each trade has different levels of expertise: apprentice, journeyman, and contractor. Workers must meet education, training, and experience requirements to qualify for each level.

Limited and Unlimited Licenses

Contractors and journeymen may hold either of two types of licenses, unlimited or limited. An unlimited license allows its holder to work in all areas of the trade. A limited license allows its holder to work in a specific area of the trade. The unlimited licenses in electrical work are designated as “E-1” and “E-2” for contractor and journeyman, respectively.
