SCHOOL CONSTRUCTION REIMBURSEMENT RATE FOR SOUTH WINDSOR | ||

You asked why South Windsor's 2009 state school construction reimbursement percentage is greater than its 2006 rate.
SUMMARY
The state reimburses school districts for between 20% and 80% of the eligible costs of local school construction projects. The state reimbursement for eligible school construction costs is based on each town's wealth. The measure of wealth is each town's adjusted equalized net grand list per capita (AENGLC), which measures both property wealth and income. The State Department of Education (SDE) recalculates each town's AENGLC and compiles a new ranking every year. Thus, in any given year, each town's school construction reimbursement rate can fluctuate based on its relative position compared to other towns. The rate in effect in the year a district applies for a school project grant stays in effect for the duration of the project.
South Windsor's school construction reimbursement rate has fluctuated up and down since 2006, but its reimbursement rate for 2009 is nearly 48% compared to a 2006 reimbursement rate of 43.5%. The town ranked 67th in property wealth and income in 2006, but its ranking fell to 79th for 2009. Although South Windsor's equalized grand list increased since 2006, it appears that other towns have had larger grand list increases, leading to a drop in its relative position. A lower rank makes the town appear poorer and entitles it to a larger reimbursement rate on any school construction projects the state approves in 2009.
SCHOOL CONSTRUCTION PROJECT REIMBURSEMENT CALCULATION
AENGLC
The basis of the AENGLC is each town's net grand list for three years before the grant year. The Office of Policy and Management (OPM) calculates an equalized net grand list (ENGL) for each town annually by (1) dividing the assessed value of all the real property on the town's net grand list by a standard ratio of assessed to fair market value and (2) adding to it the assessed value of all the personal property on the town's net grand list divided by the town's current personal property assessment ratio. The result is then divided by the town's population to yield a per capita ENGL (ENGLC). Finally, the ENGLC is adjusted for income by multiplying it by the ratio of the town's per capita income to that of the town with the highest per capita income.
The AENGLC calculation formula is as follows:
ENGL = Equalized Net Grand List
PCI = Per Capita Income
HPCI = Highest Town Per Capita Income
POP = Total Town Population
AENGLC = (ENGL/POP) x (PCI/HPCI)

Town Rankings
To determine the reimbursement percentage, towns are ranked by AENGLC. Wealthier towns receive reimbursement closer to 20%; poorer towns' reimbursements are closer to the high (80%) end of the range. Regional school districts, regional education service centers, cooperative arrangements, and endowed academies receive reimbursement percentages based on the weighted average of the wealth of their component towns.
SOUTH WINDSOR'S REIMBURSEMENT PERCENTAGES
Table 2 shows South Windsor's AENGLC data, AENGLC rank, and its resulting school construction reimbursement rate for 2006 through 2009.

As the table shows, South Windsor's AENGLC rank has fluctuated over the past four years but its 2009 ranking represents an overall drop of 12 places over that span. Since the income figures have not changed, the difference can largely be attributed to smaller growth in the town's grand list compared to grand list growth in other towns.
