"AN ACT CONCERNING PROCEEDINGS AND OPERATIONS OF THE DEPARTMENT OF CHILDREN AND FAMILIES. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective October 1, 2008) The Department of Children and Families or the Department of Mental Health and Addiction Services shall not enter into a contract with a person or entity to operate a residential facility for persons under the supervision, care or custody of said agencies unless the department head of said state agencies has held a public hearing on the proposed contract in the municipality in which such facility is located and the legislative body of such municipality approves such contract by a two-thirds vote of its members. "
