"AN ACT CONCERNING PROCEEDINGS AND OPERATIONS OF THE DEPARTMENT OF CHILDREN AND FAMILIES. "

After the last section, add the following and renumber sections and internal references accordingly:

"Sec. 501. (NEW) (Effective from passage) The Commissioner of Children and Families, in the development, procurement or expansion of emergency mobile psychiatric services for children and adolescents in the Behavioral Health Partnership established pursuant to section 17a-22h of the general statutes, shall maintain and utilize existing area offices, hospitals and community-based services providers delivering such services on the effective date of this section, and shall require any contract with the Department of Children and Families for the procurement of emergency mobile psychiatric services to include provisions for the use of subcontractors delivering such services on the effective date of this section in any future subcontracts. "
